How do people like this stay in office. He is rude, condescending, abrasive and horribly misguided.

Update: Congressman Stark Does not have a doctorate in economics either and has been entrenched in the congress since the early seventies.  His wiki article is worth a read. Not only is he a jerk but apparently he's an anti semetic jerk.  The good people of Berkeley elected him with a 76% mandate.
